6. The Foreign Relations of Niue
Niue conducts bilateral relations with other countries and interacts with the international community as an independent state. Despite self-rule, New Zealand manages its defence and foreign affairs on Niue's request. Like the Cook Islands, however, Niue has begun to establish formal diplomatic relations with sovereign states. As of September 2016, 21 other states maintain diplomatic relations with Niue. China's ambassador to New Zealand, Zhang Limin, is accredited to Niue, and became the first Chinese ambassador to present his credentials there in October 2008. 6.2 New Zealand – Niue Relations
Niue became a British Protectorate in 1900 and was annexed to New Zealand in 1901.

In 1974 the people of Niue adopted a Constitution providing for self-government in free association with New Zealand. This is different from full independence. Under the Niue Constitution, New Zealand provides necessary economic and administrative assistance, and is responsible for Niue's defence and surveillance of its Exclusive Economic Zone (EEZ). Because Niueans are New Zealand citizens, they can work and study here without requiring special visas. About 24,000 Niueans live in New Zealand, compared to 1,460 living in Niue (2011 Census). The New Zealand Aid Programme works with Niue to develop its tourism industry and help the Niue Government to become more self-reliant.

6.3 China – Niue Relationship
On 18 October 2008, Zhang Limin, China's first ambassador to Niue, presented his credentials to Niue Prime Minister Toke Talagi in the capital of Alofi. His credentials were accepted by the Niuean Premier. Mr. Zhang is also China's ambassador to New Zealand where he is based. China's opening of diplomatic relations with Niue may be seen within the wider context of China's relations with the Pacific region. Every independent country in Oceania currently maintains diplomatic and economic relations either with the People's Republic of China or with the Republic of China (Taiwan).

Background: The establishment of diplomatic relations between Niue and China followed a number of discussions between the two sides. In 2004, Chinese Premier Wen Jiabao sent a telegram to Niue PM Young Vivian to convey his sympathy on Niue suffering windstorm. In April, 2006, Premier Wen met with PM Young Vivian during the conference of “China-Pacific Island Countries Economic Development & Cooperation Forum” held in Fiji. Niuean Prime Minister Young Vivian and the Chinese Foreign Minister, Li Zhaoxing, held discussions in Wellington in on 1 August 2006. In June 2007, Niue PM Young Vivian visited China.

The island's premier Sir Toke Talagi said engineers and consultants from China have been on the island preparing for the fix-up which would cost nearly $US14 million ($US13.86).
Sir Toke said the money was a grant not a loan. "It'll be a grant based on what they give us on an annual basis, all accumulated over the past ten years or so, because we haven't been able to draw on those funds therefore they've agreed that perhaps that's how it should be funded," he said.
Sir Toke said China will start work on the roads in December next year. Sir Toke had outlined other plans for infrastructure development on the island as he heads into his fourth term as premier.

He said aid would be sought to replace the island's water reticulation system projected to cost about $US1.4 million. He said capital would be put aside to replace all of the island's ageing power transformers within the next ten to 20 years. Some money had been committed by New Zealand and the UN to repair them but about $US1.4 million more was needed. He said the planned undersea internet cable to Niue would be paid for partly by New Zealand and partly with borrowings from the interest of the Niue Trust Fund, established by Australia, Niue and New Zealand in 2006.

Interest from the fund would also be used to inject $US1.4 million every year into the Niue Development Bank for the next four years to ensure it had sufficient resources for lending. Also the fund will be used for submarine cable project for the internet.

Japan – Niue Relations
Niue established diplomatic relations with Japan in August 2015. As per 2015 data, the exports made by Niue to Japan is worth of 873 million yuan, while it imported goods worth of 14 million yuan from China in the same year. Japan has also granted 9 million yuan to Niue in 2014 in view of economic cooperation plan and has extended total of 182 million yuan to Niue up till now, for its infrastrucrual and economic growth.
