As for your other questions sir, the warranty is with you. The warranty applies to the first buyer or user of a sold product. Per Harley’s policies, there are no implied or expressed warranties on ANY electrical products when installed by a non authorized Harley-Davidson dealer. In other words, Harley will not warranty every install shop in the world as that is impossible to verify. If that “shop” wants to offer a warranty then they may but Harley will not pay another non Harley dealer/shops fees for them. It simply makes no sense and no company would pay the warranty claims of a non authorized repair.
That would like me buying a Toyota but going to a NON Toyota dealer for install, repairs or warranty and expecting Toyota to pay another shop’s bill…and trust it was done correctly by NON Toyota trained techs..not likely.
As for returns to Harley. Harley has no provision for us to return to REPAIR electrical items. So long as we return the item to Harley and it has never left the store or has been installed by us or an outside Harley dealer, they just send us a new one. It costs far, far more to repair an item than to just replace it. Harley does require we submit an authorized Harley Repair Order to validate the proper install.

On that point we have not had to return one single unit in the last three years but at least I can tell you the policy.
What HD is concerned with is non skilled or non factory trained electrical techs shorting. Blowing, overloading, etc, electrical items without the proper knowledge to install them or the proper procedure. Buyers will NOT disable the entire electrical system for an install like we do, they want to save time and money and short-cut the procedure and this leads to damage that will not be covered by HD. Harley will only accept returns from authorized HD dealers so you cannot send back items directly to HD. Harley does this to protect their brand, quality and skilled and trained techs.

As for warrantying damages, neither I nor HD can cover that and that makes sense. Harley pays to insure the items sent to me, I inspect them, and then sell them. I insure(at NO expense to you by the way) all our shipments to you. I track the delivery date and know all arrived well. That is not fair to me or HD that I would be responsible for the next sale, then the next sale, then the next sale and on and on. A buyer could buy an item from you, then ship it on to a friend as a gift and there is no idea in the world if it got dropped, damaged, etc. Best idea for your buyers would be to buy the item, inspect it immediately, then have it installed at an authorized Harley dealership.
You are the buyer from me so any warranty would exist between you and I. Warranty returns, as with any company the buyer is responsible for the return of an item for warranty purposes. Just like in Japan. For example Sony Japan, if I buy an item from there and it is defective, Sony expects me to return the item to the authorized seller I bought it from, or a warranty center, or ship it back to Sony at my expense. Sony Japan can in no way pay for all the shipping for all their items throughout the world to be returned to them and then pay again to send them back out. Instead, Sony will instruct me to go to an authorized Sony dealer/facility in the US to handle warranty issues.
Also, as you well know, if I buy Honda parts that are not sold in the US market, American Honda will NOT warranty the items. There is a risk involved in when a buyer is buying and installing items by an individual or themselves not trained or certified to do so and all customers generally understand this.
Best resolution to this is please check all items shipped to you by me immediately [within 24 hours] and notify if any damages so I and you can claim with insurance. If you send any returns I will gladly take them immediately to my staff of 8 certified Harley techs [at no charge to you] as is Harley’s rules and they will know if it is a manufacturers defect or something the buyer did.

If the buyer has damaged the item it will not be covered under warranty as are the rules. If not Harley’s fault, the buyer will then be responsible to pay to have the item returned to them..not you or me Hideto as you and I did nothing wrong. My techs will EASILY know if the item has been installed and used; and we know the production numbers so we will know if it as an item that just sold to you or the buyer is trying to do wrong and bring back an item sold to you long ago. What I mean is, if I order 5 light kits from Harley for you today and they are serial numbers 10-15, then 3 months from now you order 5 more and they are serial numbers 100-105 and a buyer tries to return a light kit bought as long time ago with the numbers 1-5 then you and I BOTH KNOW that was sold a long time ago and was not just received by you in the last 24 hours.
