There might be contradict of the content that I firstly provided, however, please deal with this content as the latest version.
There is possibility that the content of A has error compared with the status quo. However, it should be E's responsibility of E that made A and we can't judge whether it should be right or not.
Also, J is different from K, and the confirmation system of the department of General affairs seems to be insufficient.
