As written in the file, the number of countries handling SAL registered mail is decreasing and it is required to put sipping costs for both SAL registered mail and air registered mail.

As the file says, there are few countries that we can send by SAL, you have to write both SAL price and Air price.
However I can't go to the next step unless you understood the difference between them above.
