lossが4% から 3%に減っても恐らく大丈夫ですが、
確証は出来ません。
lossが3%で洗浄ができなかった時に、設備は使い物にならないので、
やはり4%、5%、6%と増やせる設備にすべきだと考えます。
「3%しか絶対出来ない」というなら設備が機能しない可能性があるため、
今回は辞退させていただくしかありません。
今回特殊な設計かと思いますが、すでに他社さんとテスト等を行っているのでしょうか。

Please note that this is not guaranteed.
If loss rate is 3% and the facility cannot be cleaned, the facility could be no longer usable.
Therefore, we think that the facility should have potential for 4%, 5% and 6%.
If you insist on 3%, we have to withdraw from this project because of a possibility of the facility's failure to function.
This seems to be a special engineering design. Have you already performed tests with other companies?

The equipment would become useless in the event where the loss could not be washed at 3%, so we believe the equipment should be capable to increase the rate like 4, 5 and to 6%.
If "3% is the one and only option", we have no choice but rejecting the offer because there is a chance that the equipment would not fully function.
