lossが4% から 3%に減っても恐らく大丈夫ですが、
確証は出来ません。

lossが3%で洗浄ができなかった時に、設備は使い物にならないので、
やはり４％、５％、６％と増やせる設備にすべきだと考えます。

「３％しか絶対出来ない」というなら設備が機能しない可能性があるため、
今回は辞退させていただくしかありません。

今回特殊な設計かと思いますが、すでに他社さんとテスト等を行っているのでしょうか。

Here is a comment from our engineer in response to your comment.

It should be okay if the loss rate drops from 4 to 3 %, but it is not 100% for sure.

The equipment would become useless in the event where the loss could not be washed at 3%, so we believe the equipment should be capable to increase the rate like 4, 5 and to 6%.

If "3% is the one and only option", we have no choice but rejecting the offer because there is a chance that the equipment would not fully function.

I believe it is a special design, have you already performed a verification testing, etc. with other companies?
