lossが4% から 3%に減っても恐らく大丈夫ですが、
確証は出来ません。

lossが3%で洗浄ができなかった時に、設備は使い物にならないので、
やはり４％、５％、６％と増やせる設備にすべきだと考えます。

「３％しか絶対出来ない」というなら設備が機能しない可能性があるため、
今回は辞退させていただくしかありません。

今回特殊な設計かと思いますが、すでに他社さんとテスト等を行っているのでしょうか。

It will probably be fine although loss decreases from 4% to 3% but it cannot be confirmed.
If cleaning is not successful at 3% loss, the facility is not useful. Given that, we think that the facility should be capable of increasing 4, 5 and 6%.
If 3% is the only choice you have, we would like to decline this time because the facility may not be likely to work.
We presume that this design specification is special. Have you ever tested with other customers?
