You state PayPal won't let you pay. I would say it's most likely because your not in the USA. I would set one up using that LA address, have it confirmed by PayPal and have items shipped to that address. Then you would have no issues. I have turned it over to eBay in hopes they may be able to help with advice on how to get this resolved for the both of us.
