添付のような書類をメールで送ってください。
前任者も御社の日本の担当者も願いを聞いてくれませんでした。

And please show me the proof that you have declared to HMRC.

Neither of the former person in charge in your company nor the person in charge in Japan rejected my request.
Since I have made a payment for the fee already, please cope with the matter accordingly.
