The market for personal pensions has not been successful, as a result of which the only surviving private pension fund administrator remains AFP.
Under Zelaya there was a new head of the IHSS, who promised reforms but nothing has happened. The most likely changes in the future are increases in contribution amounts, the required years of contribution and in the retirement age.
It was reported in April 2009 that private sector employers had proposed a second pillar of pensions provision to complement the state system run by the IHSS.
This pillar would be called the CCR and would be obligatory. This apparently is a proposal which has been around for several years with the blessing of the supervisor,the CNBS.

Until the current political situation is resolved and a new president has taken office it is difficult to see that further reform will happen.
Individual life insurance premiums represented 34.40% of total life premiums in 2008, down from 37.44% in 2006, although premium income growth has been at a double-digit level each year since 2003. Loan protection cover has been significant. Group life has also been growing steadily well, premiums increasing by 23.5% in 2008.
Since 2005 healthcare premiums have grown by around 15% per annum. Of the overall premium figure approximately 90% is group business: one major insurer stated that 87% of its account was group business and another said 90%.

Employers are increasingly providing group private medical insurance as an employee benefit, often along with life, critical illness and/or personal accident cover. It is understood that some insurers will now write group medical without group life, if pressed.
Previous governments have been committed to free market trade practices. The first significant move was the publication in November 1995 of the LBS which determined how the banking and insurance industry was regulated. The government took steps to depoliticise the Central Bank and as part of this programme created the CNBS which was independent of the Central Bank.
