It is not the size that can fit into mailbox so it is weird that the status turns that if you really send the item.
I guess seller doesn't plan to send items and deliberately send the empty envelope instead of items to follow ebay's rule to send tracking numbers.
Please consider about refund again as seller has already deleted ebay account .
