As you probably know whatever is the best solution for this problem I will have to go through the Paypal dispute resolution process and not Ebay as my time was only 30 days for returns for them. Paypal covers the transaction for a longer period. I will recontact them to ask how to proceed.

I was able to contact Fed Ex and they have informed me that they are looking to set-up a dock appointment so the items can be delivered. The order is currently at their local terminal in Oregon, you may need your freight forwarder to contact FedEx in order to set up an appointment for delivery.

I received the lens and took a few shots. I noticed that the zoom is loose. If I hold the lens face down, the lens zoom to 200mm and does not stay at 18mm.. There seems to be no damping at all. None of my Nikkor zoom lens does that. It is annoying when the lens extended when you wear the camera on the shoulder.
