The competent agency in respect with finance system including the bank law in Japanese government is Financial Services Agency.
I has been a friend of Yamada san who is in the management of Financial Services Agency since college days.

I have an old friend, Mr Yamad, from my university days, we have been discussing over various matters. In Japanese Government, the principal authority regarding financial systems including Banking Act is Financial Services Agency.
Mr. Yamada who is an executive in the Agency is one of my old friends from university, and we have exchanged our opinions on various topics time to time.
I had a chance to have dinner with him the other day, and when we happened to talk about the amendment of Banking Act, he told me about its purposes and so on.
