It is binding of van der Waals force only if it is a non-polar hydrocarbon, and if it is water, further strong hydrogen bonding will be added. Since the hydrogen bonds between water molecules will be turned off some by the dissolution (hydration) of organic compounds, surface tension becomes weak as interaction as the average between molecules decreases.
