I means that when you order, I pay the fee of bidding for eBay.
If this situation continues, you cannot receive the item and I cannot use it since the fund is held in eBay.

I paid the closing bid fee to eBay at the same time of your order.
If this situation will continue, you can't receive the product. I can't use the funds because it keep hold by eBay, either.

If you purchase is and can settle it Paypal, the problem might be caused by the amount of the settlement.

Firstly, why not purchase the product with small amount whatever you want?
(You can buy from any other people not me. For example, it costs 1 dollar.)
If you can purchase the product and make payment by Paypal, the problem might be the size of the payment amount.
Even though you can't make a payment for 1 dollar product, the problem would be your card itself.

Why don 't you purchase a small number of any of the items?
(You can purchse from anybody, not from me. Such as the item at 1 USD?)
If you can buy it and pay via PayPal, the problem may be the amount of payment settlement.
Your card itself is to blame for the trouble if you fail to settle the payment for a 1 USD product.
