Regarding the product you purchased, the maker website (Japanese website) says "DOS/V computer which Window XP SP2/Vista/7/8/8.1/10 have USB port or PS/2 port. The attached exclusive PS/2 plug can be used to be able to connect as PS/2 keyboard.". So it should be no problem.
Did you restart it after connecting the keyboard?
