いま再確認したところ、REF 000034833については、60,000ユーザー（12,000ユーザー×5年分）として申請すべきだったかもしれません。これについては委託元に確認しておきますが、とりあえずとしては先般の条件で2017年1月当初からの利用許諾をいただけるように手続きいただけますと幸いです。
