投稿した際にタイトルが英語以外だとエラーになってしまいます。
URLに英語以外受け付けない設定はどこかでしていますか？
MySQLの設定はUTFになってたので問題ないと思います。
アドバイスでも構いませんので教えてもらえますか？

あとタイトルが140文字以上だとTweetボタンにURLが表示されません。
個人的にはURL自体をタイトル名ではなく、投稿のIDにした方が良いと思います。
