Japan Postにダメージレポートについて確認を取りました。
以下のことは、万国郵便条約で定められていることです。
「送り主」ではなく、「受け取り主」が郵便局で、現物(損害を受けた商品、梱包材など含めて)持って行き、ダメージレポートを書いてもらう必要があります。
受け取り主であるあなたが、ダメージレポートを書いてもらってはじめて、送り主である私の国の郵便局が調査をし、損害賠償金額について決定します。
We have received confirmation about damage report from Japan Post.
The following are decided according to Universal Postal Convention.
The receiver, not the sender, must bring the item (the damaged goods, packaging included) to the post office and write the damage report.
First you - the sender will write the damage report, then the post office in my country the receiver's country will inspect and decide on the amount of damage compensation.
I have confirmed about the damage report with Japan Post Office.
Universal Postal Convention defines the contents below.
Not "Sender" but "Receiver" needs to bring the item (everything including the damaged item, packing material and others) to the Post Office, and have damage report created by therm.
Only after you, who is the receiver, have the damage report created, the Post Office in my country, who is the sender, will investigate on the issue, and determines the amount of money of compensation for the damaged item.

The below is that is determined by Universal Postal Convention.
The post office is "the addressee", not "the sender", and they have to bring the original (including the damaged product and the pakages) and ask for writing the damage report.
You, the addressee, ask for writting the damage report, and the post office in may country, the sender, can examine it and decide the amount of compensation for damage.
