私もよくeBayで出品しpaypalで支払いを受け取りますが、だいたい3から4週は受け取れません。購入者のほうからはどうすることもできないように思います。$190支払えばすぐに$200分のカードを送っていただけますか？それならすぐに送金しますが？

I am very sorry to have caused you trouble this time.
I am currently inquiring with USPS and still not clear on the details, but I think there is some trouble that has happened in customs. It is very regrettable that the product has not arrive within the promised date.
I also exhibit a lot of products in eBay and receive payments via PayPal, but I will not receive from 3 to 4 weeks. I also think that the buyer cannot do anything with that matter. Can you send the $200 card immediately once I have pay the $190? I will transfer the money immediately if that's the case.

I am currently checking with USPS and waiting for more information. However, I guess that there must have been some troubles with Customs. I am very sorry that I could not get the item delivered by the promised date.
I often sell on eBay and get paid through PayPal and it takes approximately three to four weeks for me to receive payment. I don’t think there is anything buyers can do about it. Can you send me a card worth $200 right away if I pay $190? If it is possible, I will make remittance to you immediately.
