この度はご迷惑をお掛けいたしまして誠に申し訳ありません。
現在USPSに問い合わせ中で詳細はわかりませんが、税関で何かトラブルがあったものと考えております。お約束した日までに商品をお届けできず、非常に残念です。
私もよくeBayで出品しpaypalで支払いを受け取りますが、だいたい3から4週は受け取れません。購入者のほうからはどうすることもできないように思います。$190支払えばすぐに$200分のカードを送っていただけますか？それならすぐに送金しますが？

I am really sorry for inconvenience.
I have not known the details yet as we have been inquiring to USPS, but we suspect that there have been some trouble arisen during the process of customs’ clearance.
I feel very sorry that we could not deliver the item by the date I promised.
I also have been listing at eBay and receiving the payment through the PayPal, but it has been taking about three to four weeks for finally receiving it on hand.
I think it is nothing to do with a buyer, Would you return the cards worth $200.00 immediately if I would pay $190.00. I you could so, I will remit it immediately though.
