Basically the sale outside Japan and some other Asian countries is not permit by the head office intentionally (strategically).
If there are products currently being distributed in Europe and America, I think they are commodities directly imported from Japan or resale commodities.

some areasで一部の地域になるはずです。それで自然な表現と思いますが、どうしても一部を強調したいのであればsome of other Asian countriesとしても意味は通じるかもしれません。またoutsideがどこまでかかるか曖昧に感じるということであれば、否定形をやめて、the head office permits the sale only in Japan and some other Asian countries としたほうがいいかもしれません。原文どおりではありませんが、同じ意味になります。
