I am not sure to be precise, but the people in twenties are called Yutori Generations.
The had relaxed education during compulsory schooling.
That was because it was the policy of Ministry of Education, Culture, Sports, Science and Technology.
They, who are now already adults, sometimes get mocked, being told that, "Hey! That's why you guys are in Yotori Generation!".
But, as you mention, it does not mean that Yotori Generation did not necessarily had a bad influence to Japanese society.
They are quite open, saying that it is not their fault. "Yes. We belong to Yutori Generation. So what?".
I am not sure about the intention of the government, but the education policy was changed back to the original one.
I will explain further tomorrow.

They tend to be criticized and ridiculed as "loose generations" after they become independent.
Still, the loose generations, as you have pointed out, have not affected society in Japan.
They are open-minded about their being not wrong. "Yes, we are in the generation, so what?"

Ministry of education took such system.
But they are often criticised as "cram free educated generation" after start working in society.
However they don't give something bad influence to Japanese society as you say.
They are justified themselves like as " What is problem about cram free educated generation?".
I don't know the intention of goverment but system was coming back to previous one.
