I am not sure to be precise, but the people in twenties are called Yutori Generations.
The had relaxed education during compulsory schooling.
That was because it was the policy of Ministry of Education, Culture, Sports, Science and Technology.
They, who are now already adults, sometimes get mocked, being told that, "Hey! That's why you guys are in Yotori Generation!".
But, as you mention, it does not mean that Yotori Generation did not necessarily had a bad influence to Japanese society.
They are quite open, saying that it is not their fault. "Yes. We belong to Yutori Generation. So what?".
I am not sure about the intention of the government, but the education policy was changed back to the original one.
