Although I don't know exactly, current 20s people are called "cram-free educated generation".
They took cram free education during obiligational education period.
Ministry of education took such system.
But they are often criticised as "cram free educated generation" after start working in society.
However they don't give something bad influence to Japanese society as you say.
They are justified themselves like as " What is problem about cram free educated generation?".
I don't know the intention of goverment but system was coming back to previous one.
I will explain the continuous story tomorrow.
