If the shipping method will be EMS, the item will be delivered between 2 to 4 days from Japan to France. Hence therefore you should be able to receive it prior to 9/15. Additional $15 will be required for arranging EMS.

If the shipping is EMS it will take approx 2-4 days from Japan to France to arrive. So if I do it now it would arrive around the 15th of September I think. It will be $15 for the EMS.
