まず、お誕生日おめでとうございます。
発送方法がemsなら、日本からフランスまで2日から4日で届きます。なので、これから手配しても9月15日前に届くと思います。emsにするには15ドル必要です。
ご検討くださいませ。よろしくお願いします。
First of all, Happy Birthday!
If the shipping method will be EMS, the item will be delivered between 2 to 4 days from Japan to France. Hence therefore you should be able to receive it prior to 9/15. Additional $15 will be required for arranging EMS.
Please take this into your consideration. Kind regards.

Hence and therefore cannot be used together since they have a similar meaning.

Similar but not the same.
Exactly, similar but not the same, but can't be used together. You must choose only one according to the nuance you'd like to trasmit. Google "hence therefore" for this. Using them together one after the other is grammatically incorrect.
Actually it's an adverbial matter. Both adverbs with a similar meaning cannot follow each other ;)
