The promised savior was going to get baptized by John the baptist, by using water in the Jordan river. Upon being baptized, John the Baptist was informed by God that a special phenomena would be going to happen to the promised savior. In other words, when the promised savior receives baptism from John the Baptist, the holly spirits will come down like pigeons, so that John the Baptist would know the person is the promised savior and he could introduce him to the Judah that "This very person is our savior of the great promise."
