我々新規事業開発室のメンバーとしても「このプロジェクトを抜本から見直さないといけない」「でもなにをすればいいか分からない」と葛藤しているような状態で。そんなときに、濱口から「おもしろい会社がある」とTECHFUNDさんの事業支援サービスを提案されました。
TECHFUND：具体的に弊社のどこに興味を感じていただけたのでしょうか。

As members of the New Business Development Department, we were in a state of conflict, thinking, “We need to fundamentally review this project,” but also “We don’t know what to do.” It was at that time that Hamaguchi suggested TECHFUND’s business support services, saying, “There’s an interesting company.”
TECHFUND: What specifically about our company interested you?

濱口：最初にTECHFUNDさんからご連絡があったときには「ブロックチェーンの会社です」と紹介いただいたのですが、実際にミーティングでお会いしたときに「実はブロックチェーンの話がしたくてミーティングをセッティングしたわけじゃないんです！」と言われて……なんだこのユニークな会社は、と（笑）。そんなご縁から、先ほどお話したドリカムプロジェクトやオープンイノベーションを進めるなかで抱えていた課題をご相談させていただいたんですよね。

Hamaguchi: When TECHFUND first contacted us, they introduced themselves as a ‘blockchain company,’ but when we actually met for the meeting, they said, ‘Actually, we didn’t set up this meeting to talk about blockchain!’ which made me think, what a unique company this is (laughs). It was from this connection that we consulted with them about the challenges we were facing with the Dream Project and open innovation that I mentioned earlier.

相談内容は漠然とした悩みばかりだったのですが、多角的な視点でアイディアをくださって「東京ドームさんが抱えている今の課題、うち（TECHFUND）でお手伝いできます！」とおっしゃっていただきました。ある意味、運命的な出会いだったのかもしれません。

Although our consultation was filled with vague concerns, they provided ideas from multiple perspectives and said, “We (TECHFUND) can help with the current challenges Tokyo Dome is facing!” It may have been, in a sense, a fateful encounter.

東京ドーム（赤木）、以下赤木：2021年2月よりスタートした「新中期経営計画」の策定が同時期に行われていたのですが、同計画の大きなテーマのひとつが新規事業開発でした。ちょうど我々が最適な方向性を確立したいと思っているタイミングで、いいご縁があって良かったです。
山本：今まさに新規事業開発を進めるスタート地点だと思います。社員の方に起業家精神をもってもらうために意識したいことがあれば教えてください。

Tokyo Dome (Akagi), hereafter Akagi: The formulation of the “New Medium-Term Management Plan,” which started in February 2021, was underway at the same time, and one of the major themes of this plan was new business development. It was good fortune that we encountered the right opportunity just as we were trying to establish the most suitable direction for ourselves.
Yamamoto: I believe we are now at the starting point of advancing new business development. Please tell us what you would like employees to be aware of in order to foster an entrepreneurial spirit.

濱口：今TECHFUNDさんにお力添えいただいているのが、社内提案制度「mokuMOKU」です。先述したように、前身の社内提案制度「ドリカムプロジェクト」では、新規事業のタネとなるアイディアの母数を集めることができませんでした。これに関しては、プロジェクトの内容や魅力をうまく発信できていなかった部分が課題であったと振り返っています。今後mokuMOKUを進めるうえでは、説明会はもちろんワークショップやセミナーも積極的に実施していきたいですね。

Hamaguchi: What we are currently receiving support for from TECHFUND is the internal proposal system ‘mokuMOKU.’ As I mentioned earlier, the predecessor internal proposal system ‘Dream Project’ was unable to gather a sufficient number of ideas that could become seeds for new businesses. Looking back, we recognize that we were not able to effectively communicate the content and appeal of the project. Going forward with mokuMOKU, we would like to actively conduct not only explanatory meetings but also workshops and seminars.

過去に抱えていた課題が今回の新プロジェクトでどのくらい改善されていくのか、期待でいっぱいです。

■“本業の一部”として新規事業にコミットしてほしい。積極的な新規事業創出のための施策
山本：今後、社内起業家はどのように新規事業創出にコミットしていくのでしょうか。

I am full of anticipation to see how much the challenges we faced in the past will be improved with this new project.

■Committing to new business creation as part of the ‘core business.’ Measures for proactive new business development
Yamamoto: How will in-house entrepreneurs commit to creating new businesses in the future?

野村：社内コンペティションでアワードを獲得した社員には、就業時間の20％のキャパシティを使ってそのアイディアの実証実験を進めてほしいと考えています。重視したのは、新規事業開発にかかるコストや時間を「会社の業務の一部」だと捉えてもらうことですね。本業に加えるかたちで“付け足し的”に新規事業開発に取り組んでもらうのではなく、会社の業務の一部として進めてほしいという思いから、このようなコミットの仕方を決定しました。

Nomura: We would like employees who have won awards in the company competition to use 20% of their working hours to advance the proof of concept for their ideas. What we emphasized is the perception of the costs and time involved in new business development as part of the company’s operations. Rather than having them work on new business development as an “add-on” to their main job, we decided on this commitment approach because we want them to proceed as part of their regular duties.

普段の業務を並行しながら20%の時間を新規事業に使ってもらうことで、新規事業創出の推進効果を期待しています。

山本：従来までの新規事業創出の取り組みを徹底的に強化されていくのですね。具体的に「こんな社員に参加してほしい」という思いはありますか。

野村：基本的には社員全員に参加してほしいですね。年齢やポジション、部署で区切るのではなく、あらゆる人々を巻き込んで動いていける全社的な制度にしていきたいと考えています。

By having employees use 20% of their time for new business ventures while continuing with their regular duties, we expect to enhance the effectiveness of our new business creation efforts.

Yamamoto: So, you are thoroughly strengthening the efforts towards new business creation that have been made up to now. Do you have any specific thoughts on the kind of employees you would like to participate?

Nomura: Basically, we would like all employees to participate. We want to create a company-wide system that involves everyone, not limited by age, position, or department.

赤木：個人的には新規事業創出が盛んな企業＝若い世代の社員が多い、というイメージがあって。ですが、東京ドームは若手社員から個性豊かな年配社員まで年齢層が広いんですよね。東京ドームが歩んできた歴史を見てきたうえで、今後のビジョンを心の中で描いている方も多いんです。そんなベテラン社員とフレッシュな思考を持った若手社員がタッグを組むことで、年齢や経験の垣根を越えた面白い提案を生み出してくれるのでは、と考えています。

Akagi: Personally, there’s an image that companies active in creating new businesses have many young employees. However, Tokyo Dome has a wide age range of staff, from young employees to older ones with rich personalities. Many have witnessed the history of Tokyo Dome and have their own visions for the future. I believe that by teaming up veteran employees with young employees who have fresh ideas, we can generate interesting proposals that transcend the barriers of age and experience.

1936年、たったひとつの野球場から始まった（株）東京ドーム。水道橋エリアを中心に、日本のエンタテインメント・シーンを牽引している同社は、2016年より新規事業創出を事業戦略に掲げた。

【First Release】 How to Create New Business Ventures at Tokyo Dome During the COVID-19 Era?

Tokyo Dome Corporation, which started with just one baseball stadium in 1936, has been leading Japan's entertainment scene, centered around the Suidobashi area. Since 2016, the company has been focusing on creating new business ventures as part of its business strategy.

会社内で起業家を募る「社内アクセラレーションプログラム」を推進するうえで、同社がパートナーとして選んだのが、技術提供によって多くの起業家をサポートしてきた実績を持ち、その技術力を評価した大手企業とも多数の取引を行ってきた（株）TECHFUND。
東京ドームは、本年度より新規事業を興す人々をテクノロジーの力でサポートするサービス「ACCEL PROGRAM for BIZ」を導入し、新規事業創出に繋がるアイディアのタネを集っていく。

In promoting the "In-House Acceleration Program" that recruits entrepreneurs within the company, Tokyo Dome has chosen TECHFUND Inc. as a partner. TECHFUND has a track record of supporting many entrepreneurs through technology provision and has conducted numerous transactions with major corporations that have recognized its technological capabilities.
Starting this fiscal year, Tokyo Dome has introduced the "ACCEL PROGRAM for BIZ," a service that supports individuals creating new businesses with the power of technology, and will gather seeds of ideas that lead to the creation of new ventures.

はたして、両者が取り組むコロナ危機からの回復とビジネスモデルの変革の中枢を担う、新規事業創出にかかる新プロジェクトとは——。

Indeed, what is the new project related to the creation of new businesses that will play a central role in the recovery from the COVID-19 crisis and the transformation of business models, undertaken by both parties?

■中長期的なビジネス変革を目指して始まった、新規事業創出の強化
聞き手（山本）、以下山本：まずは、東京ドームさまが新規事業開発に注力されるようになったきっかけを教えてください。

■Strengthening the creation of new businesses aimed at medium to long-term business transformation
Interviewer (Yamamoto), hereafter referred to as Yamamoto: First, could you tell us what prompted Tokyo Dome to focus on new business development?

東京ドーム（野村室長）、以下野村：東京ドームに新規事業開発室が設けられたのは2017年、2021年で4年目になります。みなさまご存知の通り、アミューズメントやホテル、イベントホールなどの各種東京ドームシティ事業は東京都にある水道橋エリアを中心に展開されています。

Tokyo Dome (Mr. Nomura), hereafter referred to as Nomura: The New Business Development Department at Tokyo Dome was established in 2017, and this is its fourth year in 2021. As everyone knows, various Tokyo Dome City businesses such as amusement facilities, hotels, and event halls are centered around the Suidobashi area in Tokyo.

新型コロナウイルスの感染拡大前には「東京ドーム」や「東京ドームシティアトラクションズ」、エンタテインメント型融合商業施設「LaQua（ラクーア）」などの施設に年間約4,000万人が訪れるなど、都市型レジャーとして親しんでいただいておりました。一方で、自社の“将来性”を見据えたときに、どうしても水道橋エリアのみでの営業・展開では頭打ちになるのでは……という意識もあって。より外部に広げていくビジネスを展開していきたいという思いから、新規事業展開を進めていくことになりました。

Before the spread of COVID-19, facilities such as "Tokyo Dome," "Tokyo Dome City Attractions," and the entertainment-based commercial complex "LaQua" were visited by approximately 40 million people annually, making them a familiar part of urban leisure. However, looking towards the future potential of our company, there was a consciousness that business operations and development limited only to the Suidobashi area might reach a ceiling. With the desire to expand our business externally, we decided to proceed with the development of new ventures.

山本：新型コロナウイルスに起因する環境変化の影響もあったのでしょうか。
野村：新型コロナウイルス感染拡大前から新規事業開発は進めていましたが、コロナ禍になってより必要性が増したのは事実ですね。実際に外出制限、イベントや営業の自粛、イベント人数制限による来場者減が主な要因となって大きな損失が生じました。仮にコロナが収束したとしても以前と同じ状態に戻るのは難しいと推察したうえで、中長期的な目標を見据えたビジネスモデルの変革（＝新規事業展開）を意識するようになりました。

Yamamoto: Was the impact of environmental changes due to the COVID-19 pandemic also a factor?
Nomura: We had been advancing new business development even before the spread of COVID-19, but it's true that the necessity for it increased during the pandemic. Indeed, restrictions on going out, self-imposed restraints on events and business operations, and limits on the number of event attendees were the main factors that led to significant losses. Even if the pandemic were to subside, we surmised that returning to the previous state would be difficult, which led us to become more conscious of transforming our business model (i.e., new business development) with a view toward medium to long-term goals.

■前身となった社内アクセラレーションプログラム「ドリカムプロジェクト」の課題とは？
山本：TECHFUNDの「ACCEL PROGRAM for BIZ」導入前にも、社内でアクセラレーションプログラムを推進されていたのでしょうか。

■What were the challenges of the predecessor in-house acceleration program, 'Dream Project'?
Yamamoto: Before the introduction of TECHFUND's 'ACCEL PROGRAM for BIZ,' was there an acceleration program being promoted within the company?

東京ドーム（濱口）、以下濱口：既存の社内提案制度に「ドリカムプロジェクト」というものがあります。同プロジェクトの発足は3年前(取材当時2021年)になるのですが、当時は「①新規事業開発室がリードして行うもの」「②ドリカムプロジェクトで集ったもの」「③オープンイノベーション視点で外部企業と手を取りながら進めていくもの」を新規事業開発における3本の柱に設定していました。
山本：ドリカムプロジェクトを運用するなかで、悩みや課題はあったのでしょうか。

Tokyo Dome (Hamaguchi), hereafter Hamaguchi: There is an existing internal proposal system called the "Dream Project." The project was launched three years ago (as of the interview in 2021), and at that time, we had set three main pillars for new business development: "①Led by the New Business Development Department," "②Gathered through the Dream Project," and "③Progressing with external companies from an open innovation perspective."
Yamamoto: Were there any concerns or challenges in operating the Dream Project?

野村：前身のドリカムプロジェクトは、社内提案制度であるにもかかわらず応募件数が非常に少なかったのが大きな課題でしたね。実際に運用してみても実証実験に進めそうな案件が数件あったのみで、制度として機能しきれていない側面が多々みられました。

Nomura: A major issue with the predecessor Dream Project was that, despite being an internal proposal system, the number of applications was very low. In practice, there were only a few proposals that seemed viable for pilot testing, and it was evident that the system was not functioning effectively in many respects.

・産まれてからまだ日数が経っていない赤ちゃんらしい赤ちゃんでお願いします。
（女の子という感じではなく、赤ちゃんでお願いします。彼女は、日本でCaiと、お洋服を着替えさせて、女の子と男の子で楽しみたいと思っています。）
