私の推測ですがGでの引継がうまくいっていないだけだと思います。この差額の責任を課す部署は他に適切なものがありませんでした。EをFとすることは昨年議論の上関係者全員合意しています。
また当時の会議に私は同席していませんでしたので又聞きになりますがB氏は合意に少々渋っていたと聞きました

If Mr A goes to the US and talk with Mr B, as Mr B know this matter well, Mr A will understand it.
Although it is may seeing, it seems it only the deal of G is not going well. The devision to be responsible for this different amount, there was not an appropriate one. To make E for F was agreed in the last year's meeting by all agreed.
Also, I did not attend the meeting, and so it is what I heard from, but Mr B was a little hesitated to agree with it.

I will attach the file for business meeting . This is for within C division but this will help you to understand the current situation.
Mr.A will talk with Mr.B on his business trip to US, perhaps Mr.B already understands this issue , Mr.A will be convinced this situation .
This is my speculation but it couldn't go well with the problem arisen over taking over at G. There is no proper division to deal with this for the difference so far. All the members are agreed to make E to F lastly discussed with it. Those days, as I wasn't attending the meeting , this news has been from others talk, Mr.B used to have troubled with this agreement .
