貴社がB、Cには必要性がないと判断したからではないのですか？
そうでないなら、B、Cのマニュアルにも記載されるべきではないのか？

What are the reasons indicating in the A on instruction manual regarding attached recommended issues?
Were these because of judgment for not necessary of B and C for your firm ?
Otherwise we understand you have to fill the B and C in the manual , right?
