ＮＥＣは、法律で政府が株式の３分の１以上の保有が義務付けられている、国有企業である。
ＮＥＣの決定は、政府及び市場関係者に大きな影響を与えることを認識すべき。
２．公表を拒否する理由
2015年の春に、ＢＴ，ＰＤＦの２点について改善を要求したが、約束が守られなかった。
2015年12月に、山田社長がＴｏｍＣＥＯに再度依頼したが、実行されなかった。
鈴木さんが約束を守らなかったことから、NECはＩＢＭに大きな不信感を持っている。
こうした状況下で、ＮＥＣはＩＢＭを推薦する事はできない。

2 The reason to reject the announcement
We required to improve in the two points of BT and PDF in 2015 spring, but they didn't fulfill the promise.
The president Yamada asked again to CEO Tom in December 2012, but they didn't execute.
Mr. Suzuki didn't fulfill the promise, and NEC has increased a sense of distrust to IBM.
Under this situation, NEC can't recommend IBM.
とにかく、Ｔｒｉａｌが順調に進展し、ＮＥＣが満足する事が出来た時点で、公表するかを検討する。
以上のことは、これまでもＴｏｍさんを含めＩＢＭに何回も言ってきた事である。
Tomさんも、彼のメールで謝罪している通り。
３．先ず、Ｔｒｉａｌを成功させ、ＩＢＭの信用を取り戻すことが重要です。
その後、具体的なロールアウトについてＮＥＣと議論すべきである。
今、それを議論するのは、得策ではないと思う。
そして、新しい部長が来たら、ＮＥＣ、及び、日本市場の開拓についても、改めて議論が必要である。
