こちらで調べましたが、特定の国を除外する方法が書いてあるQ&Aサイトは以下になります
やり方として、R of Wの項目で、ヨーロッパ、北アメリカはグループ単位で国を追加し
残りの国は一つづつ登録して頂く事で日本を除外する事が出来ます。
