長らく支払いが滞ってしまい大変申し訳ありません。

年末の銀行の営業停止期間と重なってしまい、クレジットカード枠の上限拡大に時間がかかってしまいました。

The delay was caused by a combination of the bank being closed for the year end holiday and an issue with the credit card company regarding the limit.

As for the deposit, on paypal it currently says that it hasn't been received.

It took me for a while to do that because the it was swamped with year-end suspension of banking business, and took a time to expand my maximum limit of credit card.
