I spoke to the Post Office today and started the claim process. The next step (if you haven't already done so) is for you to take the original packaging and the item itself to your local post office where they will file a damaged item report. The US Postal Service will then contact the Japanese Postal Service to get a copy of the damaged item report, which should take about five days, and they will get in touch with me to continue the claim from there.
