I am very sorry that you didn't receive the gift by valentine's day.
I sincerely apologize you on this matter.
It's weird that you are not hearing from the post office in your country.
I will ask post office in Japan to look into it and find out why this happened. If it was the problem on the post office's side I will try and negotiate with them to refund you.
Is your phone number same as before?
I will wait for your reply and resend it.
