I think there wasn't any particular instructions from the package receiver to the sender.
I don't know customs procedures that well but I can't understand why you say that the parts that you say are being exported don't have tax.
(It can be paid after delivery therefore the receiver will always identify the Y sender vendor.

Although the receiver has ordered parts many times so far, it mush have been paying shipping tax each time.
(As it can be paid later on, the receiver always used Y forwarder.)

I am not familiar with the custom clearance but I still don't understand that parts amid shopping isn't dutiable.
Though the consignee makes an order for parts so often, they should have paid the import tax every time.(I always make it the courier Y as a consignee, as we can pay later)

The consignee already ordered the parts many times. I assume he/she pays the import tax every time. He/she usually chooses Y transportation company because that company accepts the deferred payment. We also pay the import tax for the spare parts you send every time.
