郵便局からの通知書は届いていますか?
もし届いていたら、それを持って税金納付書に記載されている指定期間内に指定郵便局へ出向き、身分証明書を提示し、税金を払った上で荷物を引き取る。
もし、通知書が届いていなければ、以下のURLからも配送状況を確認いただけます。

Have you got a written notification from the post office?
If you do have it, then you could take it to the post office, along with your proof of ID, within the specified period of time as stated on the duties statement, and once you have paid the duties on it then they will be able to hand over the parcel.
If you do not have it, however, you can also verify the delivery status from the following URL.
I cannot find out the post office's phone number from Japan but you can use the following as reference.
