I don't know why refund has not been made while you canceled on eBay, but as I checked with PayPal, they answered that the transaction has not been canceled or refund has not been made.
Maybe eBay and PayPal are not properly synced, so will you make inquiry to eBay?

Despite you having made the cancellation on eBay, I have still not received the refund. After checking with PayPal, I got the reply that either the transaction was not canceled nor refunded.
As it is possible that both eBay and PayPal have issues at the same time, how about checking with eBay once to confirm?
If it is not possible to do the refund there, I seek your understanding that I will proceed with the refund process on PayPal.

I don’t know why I don’t get the refund despite your cancellation on eBay but I have checked with PayPal and was told that the order hadn’t been cancelled or got refund.
There is a possibility that eBay and PayPal are not well linked, therefore I suggest that you check with eBay.
