日本郵政公社に聞きました。
破損された商品の事でオンラインで手続きする事例は聞いた事がないとおっしゃっていました。
常識的には破損した商品(配達された状態)を配達した郵便局へ持って行き、そして郵便局が壊れている事をチェックし、壊れていたと形に(用紙等)に記録します。
壊れていたとアメリカの方で記録に残れば、日本郵政公社から補償がおります。
(アメリカに記録が残っているのを日本郵政公社が確認します)
そう言われました。

I asked Japan Post.
They said they have never heard of a case of online procedures regarding damaged products.
The common sense says that damaged products must be taken (in the same condition that was delivered) to the post office that delivered it, the post office confirms that it is actually damaged and registers so in a form.
If it is registered in America that (the product) was damaged, Japan Post compensates for it.
(Japan Post verifies if this register exists in America)
This is what they said.
So can you take the damaged product to the post office that delivered it and fill this damage form?

I asked the Japan official post office.
They said they have never heard of anything like proceed the damaged item on line.
As common sense, we take the damaged item (as it was delivered) to the post office that delivered it and they check if it is broken, and make a record on a form.
If there is a record in America that proves it is broken, then the Japan official post office will compensate.
(The japan official post office will check if there is a record in America.)

If there is any record showing that the item was damaged at USPS, then Japan Post will pay compensation.
(Japan Post confirmed that USPS has a record of that the item was damaged.)
