１．USA側、SS社ともに日本の仕様を本当に理解していなかった。
２．完成版の動作確認、修正の不足。
３．優良なタイ（日経）ベンダーの不足

Reasons:
1. SS company from the USA side did not understand Japan specifications.
2. Completed version has been done but amendments are lacking.
3. Insufficient good Thailand (Nikkei) vendor.
4. Entrusting it to outsourcing parties (intensive knowledge is low, creating an error-prone situation)
- As above, an error occurs when someone with a duplicated ID tries to change their information.
