I consulted the post office and found out that filing a claim on a case when the package was "received" at the destination was different from a lost package during delivery. In this case, if an investigation application is made in Japan they will only receive a "received" response.
It seems that the issue is who the U.S. post office handed the package to and I was told that it had nothing to do with the Japan Post.
You need to submit "a report of the loss of an deliver item" at a post office in U.S.

When the item is under the status of "already received" at the place to which it is sent, its arrangement appears to be a little different. In such a case, even if we apply for inspection from Japan, we receive only the answer "already received".
