郵便局に相談したのですが、普通に郵送事故で紛失した場合と違い、現地で「受取済」の状態になっている場合は少し手続の仕方が違うようです。この場合は日本から調査申請を出しても、「受取済み」という返答のみしか出ないとの事です
荷物をアメリカの郵便局が誰に渡したのかという事が問題の様で、それは日本の郵便局の管轄ではないとの事です
「a report of the loss of an deliver item」という書類をアメリカの郵便局で提出していただく必要があります
