A Vision of Vietnam’s Internet Future?

In dusty, cramped rooms across Vietnam, kids and adults log on to the web in internet shops. It’s a common sight on every other street in Vietnam, from major urban areas to the farthest-flung rural regions. Family businesses clear out their first floor lobbies, mount fans on walls, and install rows upon rows of desktop PCs to rent out web-time at an hourly rate. It’s a stable business because kids and teenagers want video games, adults want info and email, and everybody watches YouTube and downloads free music.

With Vietnam’s internet penetration at 34.3 percent, roughly four percent over the world internet penetration average, and is one of the largest populations in Southeast Asia on the internet. Vietnam’s netizens are ranked 18th in the world with over 31 million people online.

2012 marks the 15th anniversary of Vietnam’s official connection to the internet. Gone are the days when people had to sneak in dial-up modems through customs to access the internet just to email their friends abroad. In the last 10 years, Vietnam’s internet population has increased 15-fold but government ministers and leaders of Vietnam’s still-growing internet landscape remain thirsty for more.

In a ceremony in the capital of Hanoi, celebrating the 15 years of internet development, professors, ministers, executives, and leaders gathered together to share their thoughts, hopes, and promises on where the internet in Vietnam is headed next. Dr. Mai Liem Truc, former deputy minister of post and transport laments that “there are still 60 million people who are not using the internet.” He cites that one of the reasons Vietnam has experienced so much growth compared to its regional neighbors is because of the price of web access, which is on a par – or a bit lower – in price with neighboring countries. Most people pay under 300,000 VND ($15) per month for broadband internet via state-owned telecoms.

Dr. Truc sees two frontiers that Vietnam needs to face for successful internet implementation:

1. Encouraging businesses to reach farther out into the rural provinces
2. Integrating IT more completely into education.

Although the internet has been growing in e-government, business, social networks, etc., schools and teachers have still not learned the best way to utilize technology in the classroom. He sees the ministries as playing a significant role in encouraging these developments as well as preparing Vietnamese IT companies to compete on a global stage.

From the state company side, Nguyen Manh Hung, vice general director of Viettel Group, one of Vietnam’s leading telecoms, stated that Viettel wants to see every person in Vietnam with a smartphone, and every family with a 10Gbps broadband internet connection. Viettel has already been quite aggressive with uptake in schools, providing over 30,000 schools with internet connectivity. By 2015 their goal is to have fiber optic lines in every village in the country and by 2020 to equip 70 percent of all households with broadband internet. Other major telecoms companies, including VNPT, SCTV, and FPT, also share this aggressive sentiment and are implementing strategies of their own in their sectors.

My question is, will the major telecoms be able to deliver on these promises, and will the ministries safely guide Vietnam onto the global stage? Vu Hoang Lien, president of the Internet Association of Vietnam, warns that, “Only when the internet has been fully implemented in the countryside in large numbers can we truly be proud of internet growth in Vietnam”. He’s daunted by the task, adding, “There’s a lot of work going ahead to reach the countryside,” but most leaders are optimistic.

Most of the internet growth in Vietnam can be attributed to the major cities like Hanoi and Ho Chi Minh city, as well as the budding level-one cities like Da Nang, Can Tho, Nha Trang, and Hai Phong, whose internet penetration is well over 50 percent. The countryside is a considerably different problem and the population out there is the majority of the 60 million offline citizens that Dr. Truc is worried about.

China Mobile to Found Internet Company, Run it Like a Startup

Boy, China Mobile CEO Li Yue is saying some interesting things these days! Just yesterday he announced that China Mobile will be producing its own line of mobile phones, and today he said at a conference that the company would be founding an internet company as a subsidiary.

China MobileのCEOのLi Yue氏の最近の言動は興味深い! 昨日、China Mobileが携帯電話の自社生産の予定を発表し、今日Yue氏は、同社が子会社としてインターネット会社を創設する予定だと会議で述べた。

China Mobile is a massive company that has numerous subsidiaries working in specialized fields like finance and international business, but it sounds like the internet subsidiary will be a little different. Li Yue said the company would be “set up like a startup [to] develop innovation” that will push the company in new directions. The way Li Yue speaks about this makes it sound kind of dramatic, but it’s not yet clear exactly what this company will do beyond, well, internet. It will definitely have something to do with the internet.

China Mobile は金融や国際ビジネスなどの専門分野に従事する数多くの子会社を抱える巨大企業であるが、このインターネット子会社は少々趣が違うようである。Li Yue氏によれば、この会社は「スタートアップのように創設し、イノベーションを生み出す」ことになり、同社を新しい方向へ推進することになる。Li Yue氏の語り口からはこの件が何かドラマチックなものである印象を受けるが、この会社が実際のところインターネット以上に何をするのかは明確にされていない。インターネットに関わる何かをすることになるのは確実だ。

Once again, it’s worth noting that China Mobile is apparently looking to branch out in new directions, moving into both the mobile hardware and web industries. It will be interesting to see if the company is able to keep up with smaller less traditional companies and startups in those fields; needless to say, startups aren’t really a threat in the world of telecom service providers. But China Mobile certainly has the money to support these new endeavors more thoroughly than most startups could ever dream of, so I wouldn’t count the company out yet.

China Mobile isn’t exactly known for innovation, but after taking a pretty harsh loss in 3G, it’s clear the company is hungry again, and these new projects certainly suggest the company isn’t going to be content just to sit around hoping that its 4G network is more successful (which it will be).

Sina Updates Weibo NGO Platform

Sina makes a big deal out of its enterprise weibo accounts, but for-profit businesses aren’t the only organizations that can get access to their own special platform on Sina Weibo. Sina also runs Gongyi (the name means ‘public interest’), a platform for public interest and charity groups, and since the platform has just been given an update and overhaul, now seems like a good time to review it.

From a regular user perspective, the interface is really intuitive. Large buttons at the top of the homepage make it easy to do what you want to, whether that’s donating money, donating specific items, volunteering to help an organization, participating in charity auctions, or just re-tweeting messages from NGOs and other nonprofits in the hopes that it brings them more attention and donors. There are lots of organizations already signed up, so whether you want to help out poor children, feed tigers, or rescue cute puppies, there’s probably something on Gongyi for you.

And it’s nice that the site gives users lots of options beyond just donating money. I’m not sure how valuable retweeting messages really is, but it’s better than nothing, and allowing users to volunteer their time to some organizations is also an excellent option.

The site also encourages generosity with a sort of leaderboard of giving. Angel investor Xue Manzi (also known as Charles Xue; you may remember him from our GMIC coverage) currently holds the number two spot right now, and while it might seem impossible to out-charity a generous millionaire, remember that Gongyi gives points for more than just donating cash.

From an NGO perspective things are also pretty smooth. The signup process is relatively simple, although at present only verified users (with the V next to their name) can sign up. Although I’m not generally a fan of that kind of restriction, it makes perfect sense here as it allows Sina to verify that organizations are who they say they are, and ensures that users aren’t being asked to donate their money to scams. For those legit NGOs that do get signed up, Sina has the same options users get — everything from financial donations to charity auctions — so that nonprofits can choose the kind of campaign that’s right for them.

All in all, I’m very impressed with the new Gongyi weibo platform. This is the sort of thing that I wish Sina would push harder. Enterprise weibo may bring in the big bucks, but it’s platforms like this that can really show people what weibo brings to the table that can benefit society.
