破損された商品の事でオンラインで手続きする事例は聞いた事がないとおっしゃっていました。
常識的には破損した商品(配達された状態)を配達した郵便局へ持って行き、そして郵便局が壊れている事をチェックし、壊れていたと形に(用紙等)に記録します。
壊れていたとアメリカの方で記録に残れば、日本郵政公社から補償がおります。

They said they have never heard of a case of online procedures regarding damaged products.
The common sense says that damaged products must be taken (in the same condition that was delivered) to the post office that delivered it, the post office confirms that it is actually damaged and registers so in a form.
If it is registered in America that (the product) was damaged, Japan Post compensates for it.

The reason why it had stuck in Customs procedures for a long time is that the recipient's name was not written; there was only "####", so they cannot proceed with the process. So, sorry for the trouble, but is it possible for you to request USPS to add the name? Please ask them to write the recipient's name as "aaa".
