Reports say that the Prime Minister's Office has impressed upon Coal India, the public sector monopoly, the need to enter into legally binding supply contracts with power producers. The PMO rightly wants letters of assurance from CIL to be redrafted into legal fuel supply agreements.
Such a course of action is necessary, given the vagaries of coal delivery on the ground. For instance, reports say that during April-November, while CIL ought to have supplied about 220 million tonnes to thermal stations, actual delivery was just over 190 MT. But it would also make sense to mandate that the FSAs be freely tradable, either wholly or partly, so as to incentivise coal usage and also to red-flag supply bottlenecks.

Given the sheer logistics involved in delivering bulk supplies of coal, such reform is essential in order to prepare the market for possible coal imports, if required.

Tokyo’s Human Camera Reminds Us to Connect in the Real World

Tokyo-based new media artist Eric Siu has created a really wonderful idea that blends technology and performance art in way that is sure to turn heads — even in Japan where crazy technologies have become almost synonymous with the country.

His prototype of ‘Touchy’ is a human camera, or to explain more fully, a human who wears a helmet-like camera on his head, with the eye-holes functioning as shutters which are activated when others touch him for ten seconds. An LCD screen on the back of the head-piece lets people review the photo which has been taken.

Together with his partner Asia Skubisz who joined him last year, Eric plans more live performances in the future, such as ones they have already held in Akihabara and Harajuku. They are also considering using Touchy as a sort of social healing device that might be used by social workers in certain situations. The pair have developed a story around the character of Touchy (Asia plays his friend ‘Margaret Toucha’), in which he explores fun new places, and they hope to later build on that, possibly even developing a manga.

The whole concept is rooted in the notion that our current society is in many ways increasingly isolated because of technology. Yes, we’re connected via our smartphones, but the extent to which we are getting lost in the digital world is something which worried Eric. Touchy is a result of rethinking our relationship with technology, and the joy that can come via offline communication.

I’m told that later on, Touchy could be further developed as a Kickstarter project, but nothing has been decided on when or how that might happen. Nobumichi Tosa of Maywa Denki fame has been a mentor on the project, and he has been involved with equally unique and fun devices like the Otamatone.

Taiwan’s Chat App ‘Cubie’ Raises $1.1 Million, Joins 500 Startups Accelerator

Haven’t heard enough of mobile messaging apps this week? The Next Web is reporting that Taiwan-based Cubie has just raised $1.1 million in seed funding from a group of investors, including B Dash Ventures, NTT Investment Partners, Gumi Ventures, and 500 Startups.

As we’ve pointed out over the past week, there is a strong field of mobile messaging apps coming out of Asia. Line from Japan, KakaoTalk from Korea, and WeChat from China are the most notable players to date. DeNA recently launched it’s Comm chat app, and yesterday we told you about Balloon, who just raised funding from Nissay Capital.

But the folks at Cubie say that they “don’t believe messaging is a zero sum game” and that in this field with no established leader yet, there is still a lot of opportunity for everyone involved. Cubie has been pushing a strong focus on services for women, so it may be able to ride that differentiator to stand out from the rest.

Skillcity.cn is a P2P University With Courses That Are Actually Interesting

It’s an idea that most internet users have seen before: an online training center that capitalizes on its students to serve as both teachers and pupils. You sign up for an account and then you can set up your own class to share your skills with others, or just browse the available classes and see what skills you can learn. That’s the idea behind Skillcity.cn, and it’s true that it isn’t the most original idea ever. But what this Chinese startup lacks in originality it makes up for in execution.

As you can see from the screenshot, the site’s design is clean, modern, and focused, which makes it very easy to find your way around. The process of setting up an account, choosing interests and registering a class to teach (if you want) is straightforward, and Skillcity wisely allows users to log in with their existing social media accounts (like Sina Weibo and Renren) rather than forcing them to sign up for yet another new account.

China’s Top Pinterest Clone Mogujie Confirms Series C Funding, Now Valued at $200 Million

Just as the rumors said a couple of months back, China’s top Pinterest-like social commerce site, Mogujie, has secured a major series C funding round. It was led by IDG. The funding was confirmed today by Mogujie, but the startup was tight-lipped about the exact investment amount – though it was happy to say that it’s now effectively valued at $200 million.

The first round for Mogujie was led by BDMI, and series B came from Qiming Ventures – both those raised a total of $20 million.

Earlier this year we described Mogujie as a social commerce money machine. That’s because at that time, as confirmed by CEO Chen Qi, the site was earning over 100,000 RMB ($15,900) per day in ad referral clicks to Taobao, China’s largest e-commerce site. In March of this year, the social pinboard site had 9.5 million registered users.

Mogujie is up against a large number of similar sites that are aimed at young Chinese female shoppers, including ones from major web companies, like Taobao’s Wantu, or Renren’s Plaza site.
