頂いた質問に対して、私の意見を、次の通り報告します。
日本の企業社会では、経営上の重要事項に関して、機関決定を行う正式な会議に提案する前に、キーメンバーに対して事前に相談し、了解を取っておくことが必要不可欠です。こうしたプロセスを、“根回し”と言います。
今回の組織変更を、NECのキーメンバーに事前に連絡をしようというTomさんの考えは非常に正しくかつ必要なことだと、私は思います。
NECに対して事前に報告するプロセスは、以下のように実施することが適切だと、私は考えます。
I will report my opinion about the question I received as follows.
In the business societies in Japan, regarding the important items on management, before submitting to the formal meeting which the institution decision is done, consult to the key members in advance, and it is essential to get approval. These processes are called "building consensus". I think that Tom's idea which is going to contact NEC's key members in advance is very proper and necessary due to this change of organization.
The process of the advance report to NEC, I think that it is suitable to carry out as follows.
１．NECにおけるERPの世界展開に関するキーマンは、実行・運営に関する責任者である A社の山田さんと、その導入方針に関する責任者であるB社の鈴木さんです。先に報告しましたが、今年の7月の人事異動で、山田さんは伊藤さんの後任、鈴木さんは田中さんの後任になっています。Tomさんは山田さんと会ったことが無く、鈴木さんとは前任者を通しての関係でした。このため、私は、かつての私の部下であるこの2名を私のオフィスに呼び、Tomさんからe-mailのあることを事前に説明しておきます。
1. The key persons pertaining to the global development of ERP at NEC are Mr. Yamada from A, who is responsible for the implementation and delivery, and Mr. Suzuki of B, who takes charge of its introduction policy. As I reported previously, Mr. Yamada took over Mr. Ito's position and Mr. Suzuki succeeded from Mr. Tanaka. I was told that Mr. Tom has never met with Mr. Yamada, and he had an interaction with Mr. Suzuki through the previous person in charge. For this reason I am going to call these two subordinates of mine to the office and will provide a prior explanation that they will be contacted by Mr. Tom via e-mail.
なお、日本は、10月9日（月）は祝日ですので、私は、10月10日（火）午前中（日本時間）に彼らに説明することになります。
２．Tomさんからは、10月10日（火）23：00（米国東部時間）以降、二人にe-mailしてください。
多分、二人は、Tomさんが会社を離れることを大変残念に思うでしょう。しかし、事前に、Tomさんから直接連絡をもらうことで、今回の組織変更を冷静に受け入れることが出来ると、私は思います。
As October 9th Monday is the national holiday in Japan, I will explain to them in the morning of October 10th Tuesday (Japan time).
2. Would Tom send an email to 2 people after 23:00 October 10th Tuesday (Eastern time in USA)?
They will probably feel very sad that Tom leaves the company. But I think that if Tom contacts them directly, they will accept change of the organization this time calmly.
３．10月12日（木）のステークホルダー会議では、以下の点をNECに対してきちんと説明して欲しいと思います。これは、私のサジェスチョンでもあります。
①新しい組織体制とその責任者を具体的に説明すること。また、組織の変更があっても、NECに対するERPのサービスレベルは従来と変わらないことを丁寧に説明することも必要です。
②既にご存知の通り、日本のビジネスマナーは少し特殊な部分があります。日本の企業、特に、NECのような大企業は、ビジネスパートナーとの信頼関係を最も重視します。
3. I want you to explain the followings to NEC in the stakeholder conference held on October 12th Thursday. They are also my suggestions.
①Explain the new organization system and a person who is responsible for it. It is also necessary to explain that ERP's service level to NEC is the same politely.
②As you already know, some parts of Japanese business manner is special. A Japanese company, especially a major company such as NEC, put emphasis on trustful relationship with business partner.
今後、NECは、グループを挙げてグローバル化を進めて行きますNEC-A社、NEC-B社、及び、それぞれの海外現地法人やM&Aで獲得した海外企業において、SAPのERPを広くかつ継続的に利用していくことになります。私が、2010年にSAPのERPをNECとして採用して以来4年が経過しますが、その間築いてきた良好な信頼関係を、今後とも維持することを改めて確認することが重要です。そのことにより、NECのメンバーも今回の組織変更を前向きに捉えることになると思います。
In the future, NEC will proceed globalization with all affiliates in their group. NEC-A, NEC-B, their each corporation abroad and a company acquired by merger and acquisition abroad will use SAP and ERP widely and continuously. I have been using the ERP of SAP as NEC for 4 years since 2010.
It is important to check maintaining the good trustful relationship that has been built in the future again. By this, members of NEC will consider changing of the organization positively.
以上が、私の報告ですが、最後に、Tomさんに対して、NECを代表して私から、心からの感謝をお伝えしたいと思います。また、現在グローバル化する日本企業は、ERPへの需要が非常に高くなっています。NECのみならず、日本市場の開拓にSAPが今以上に積極的に取り組むことを期待しています。

And in companies forwarding globalization in Japan, demand for EPR is becoming very high. I hope SAP will deal with development of Japanese market in a more positive way, not only NEC.
