By the bail, you mean the handle, right?
Those are the correct parts. The handle just fits in the holes on the side of the ventilator (or top part).
The handle should fit but the handle doesn't go really far into the ventilator.

ベイルとおっしゃると、ハンドルのことですよね？
それらは正しいパーツです。ベンチレーターの横、もしくは上部にある穴にぴったりとはめ込むことができます。
ハンドルはしっかりとフィットするはずですが、ベンチレーターの深い部分には届かない形状のはずです。
