The TPP was founded on classic textbook free trade theory bolstered by the policy of completely zero tariffs being nonnegotiable among the members.Imperceptibly that approach has changed dramatically over the last several months to the extent that, at the summit, the two governments released a joint statement saying that, because both countries have bilateral trade sensitivities, Japan “is not required to make a prior commitment to unilaterally eliminate all tariffs upon joining the TPP negotiations,” and “the final outcome will be determined during the negotiations.”

TPPはメンバーの間で交渉を要さない、完全にゼロ関税の政策が支持する古典的な自由貿易論の教科書を基に設立された。いつの間にか、過去数か月間でそのアプローチは次の点において、劇的に変化を遂げた。サミットで、二国政府で発表された共同声明では、二国は国同士の貿易の配慮を認めているので、日本は”TPP交渉参加にあたって、一方的な全関税の排除への事前の約束を求められない”そして”最終的な結果は交渉の中で決定される”と述べられた。

このTPPは古典的文献が言う所の自由貿易理論に基くもので、メンバー間での交渉の余地の無い完全なるゼロ関税政策によって支えられていた。気付かぬうちに、この方針は最近の何ヶ月の内に劇的な変化を遂げており、その程度は、首脳会談で二つの政府が発表した共同声明の中で、両国は互恵的貿易の機微を解するものであるから、日本が「TPP交渉に参加すると同時に、全面的に関税の撤廃を行う旨を予め公約することを要求される訳では無い」また「最終的結果は交渉の過程で決定されるだろう」と述べられるに至った。

TPPは、加盟国間で交渉することのできない、ゼロ関税政策に裏打ちされた古典的教科書、自由貿易理論の上に成り立つものだった。だがごくゆっくりと、ここ数ヶ月かけてこのアプローチは劇的な変化を遂げた。当サミットにおいて、二国の政府が、ともに秘密度の高い二国間貿易をしているために、次のような共同声明を発表した。日本は「TPP交渉に参加するにあたり、全関税を一方的に撤廃するという先約をする必要はない」、そして「最終的な結論はこの交渉中に決まるだろう」。
