So long as we could simply receive any kind of documents issued by your end which says "I certify the purchased part is OO", we assume the authority will accept it as a proof of how it was obtained.

I think if I can get a document writte such as "I prove that the part I purchased was from OO" from you, the city office can accept its document as the proof how you got it.
